BEAC Joins PAPSS: A Major Step Forward for Cross-Border Payments in Central Africa

The Bank of Central African States (BEAC) has officially joined the Pan-African Payment and Settlement System (PAPSS), a financial infrastructure designed to simplify cross-border payments across Africa. This milestone is expected to strengthen economic integration within the CEMAC region while making transactions faster, more efficient, and less costly.

A New Chapter for Financial Integration

By joining PAPSS, BEAC becomes part of a growing network of African central banks working to modernize payment systems across the continent. Developed by Afreximbank in partnership with the African Union and the Secretariat of the African Continental Free Trade Area (AfCFTA), PAPSS enables financial institutions to process cross-border payments directly in African currencies, reducing dependence on the US dollar and the euro.

The integration also connects the six CEMAC member states Cameroon, Central African Republic, Chad, Republic of Congo, Equatorial Guinea, and Gabon to a broader African payment ecosystem.

Faster and More Affordable Transactions

For years, many payments between African countries have been routed through banks outside the continent, increasing transaction costs and processing times.

PAPSS addresses this challenge by allowing payments to be settled directly between African financial institutions. Businesses can benefit from lower transaction costs, while individuals may enjoy faster and more accessible cross-border money transfers.

Supporting Intra-African Trade

The system plays a key role in supporting the African Continental Free Trade Area (AfCFTA), whose objective is to boost trade among African nations.

By simplifying payment processes, PAPSS is expected to remove one of the major barriers to regional trade and improve the competitiveness of businesses operating within the CEMAC region and across Africa.

A Gradual Rollout

Although BEAC’s accession marks an important milestone, the implementation will take place in phases. Commercial banks and other financial institutions within the CEMAC region will progressively connect to the PAPSS network before the system becomes fully operational for businesses and individuals.

If widely adopted, PAPSS has the potential to become one of the cornerstones of African financial integration and a powerful catalyst for the success of the African Continental Free Trade Area (AfCFTA).
